Bharat Coal Gasification and Chemicals Limited (BCGCL)

Bharat Coal Gasification and Chemicals Limited (BCGCL) is a joint venture company promoted by two Maharatna public sector enterprises—Coal India Limited (CIL) and Bharat Heavy Electricals Limited (BHEL)—with equity participation of 51% and 49% respectively. The company has been established to develop a state-of-the-art Coal-to-Ammonium Nitrate project in India.

This landmark project represents India’s first coal gasification plant based on indigenous technology for the production of Ammonium Nitrate, marking a significant milestone in the nation’s energy and chemical sectors. It is envisaged to serve as a benchmark for future coal gasification initiatives and to encourage the utilisation of India’s abundant coal resources for value-added applications beyond conventional thermal power generation.Aligned with the Government of India’s vision to achieve coal gasification of 100 million tonnes, the BCGCL project will play a critical role in reducing the country’s

dependence on imports of Liquefied Natural Gas (LNG) and Synthetic Natural Gas (SNG). By promoting self-reliance and the sustainable utilisation of domestic resources, the project contributes meaningfully to India’s energy security, industrial growth, and the Atmanirbhar Bharat initiative.

The project is being implemented in the state of Odisha and has received Single Window Clearance from the High-Level Clearance Authority (HLCA) of the Government of Odisha, reflecting strong institutional support and commitment towards its timely execution.Through this pioneering initiative, BCGCL aims to set new benchmarks in clean coal technology and emerge as a catalyst for the transformation of India’s coal sector towards higher efficiency, sustainability, and value creation.
